改进 Actionable 逻辑

  1. 缓存 CsrfToken。
  2. 处理网络错误，避免 Background 崩溃。
  3. Incomming MR 的 Actionable 计算方式改变为 a. 没有 Review 过 b. 或者作者已经解决所有问题 c. 或者作者回复了某些评论
