update criteria of counting actionable MRs and sending notifications.

Updates:

  • Count actionable MRs by its review/approval/reply status
  • Send notifications by comparing last known status and current status of the MR.
  • Implement "Not My Turn" by manually setting the MR as not actionable. Flip to the button to "Take Turns" when it is ignored manually.
